Is this a standard practice?
Seems a bit wasteful.
Also, on this closed road, never saw a day of work when there was no police presence. I know this is a union rule, but we pay for this, because the contractors are no doubt billing the city back the cost of the police on duty. Do we really need police to monitor a closed road with no vehicular traffic?

Thats how we roll in New haven xtra costs for union police to stand around and text and doing it twice costs more-
Seriously- call the department of engineering- They are very responsive and informative to questions on construction projects and if Mr. Miller can't answer your question he will give you a phone number of the person(s) involved in the project who can.

Hey Hope it Helps--
I sent in an FOIA request to Miller & the City requesting a variety of information. Posting this was just a way to put out a vehicle to inform others when I do get more information.
The asphalt being laid then torn up then relaid may cost us nothing, but it seems unlikely. We'll see what the department says.
