Description
This isn't an emergency, but it is a huge problem. The timing of the light at Grand and Elwood is awful. The rest of the Grand Ave traffic calming project has been terrific. It's just this light's timing that makes the project look bad. Specifically, the light seems to give priority to Elwood, not Grand. The green cycle on Grand is long enough to allow about three cars through. That's not enough even to empty the backup between Elwood and Mandana—a very small block. As a result, a significant amount of traffic is routing down Warfield, Wickson, and Walker to Lake Park in an attempt to avoid this intersection. Fortunately, it's only the timing of the light that needs to change. No restriping, no repaving, no new signals or turn lanes. Just a longer green on Grand so traffic can flow through from upper Grand and Mandana.

I thought I'd read MONTHS ago that the city knew it would have to adjust the lights' timing for the road diet to work. But I've seen none of the sensors that measure traffic, no change to the problem reported.
The poster above notes that drivers are using alternate streets, but it's even worse: Siri & Google Maps now often recommend drivers bypass the afternoon commute backup from MacArthur onto 580 Eastbound by getting to Elwood, turning down Grand, then getting onto 580 at the Lakeshore onramp. Part of the Elwood traffic backup is therefore itself a reaction to the slowdown of Grand Ave traffic from this light!

At the last Grand Lake Neighbors meeting (July 19, 2017) I took these notes. I will follow up.
- The following projects are in the queue: a) left turn arrow from Grand to Mandana is in design, implementation ECD mid 2018. b) The lights at Grand and Mandana and Grand and Elwood will be added to the same controller, making it easier to manage the timing and consequent traffic backups in that area. ECD mid 2018. c) The left hand turn 'pocket' into STAR pizza is under review and may be modified in some TBD manner. d) Further study is being done on traffic patterns, collisions, and related issues on Grand Avenue due to the recent road diet. Conclusions due 4Q 2017.
